Who regulates septic tanks in Perth and Kinross?
Perth and Kinross is in Scotland, so private sewage discharges are regulated by SEPA (Scottish Environment Protection Agency). In Scotland, every private sewage discharge needs authorisation from SEPA. Since 1 November 2025 this has come under the Environmental Authorisations (Scotland) Regulations 2018 (EASR), which replaced the old Controlled Activities Regulations (CAR). Existing CAR registrations moved across automatically. You can register a discharge from up to 10 domestic properties, or a population equivalent of up to 50, online. Discharges to a phosphate-sensitive catchment or a freshwater loch need a permit. A new or replacement system also normally needs a building warrant from the council.
Building approval for a new or replacement system comes from Perth & Kinross Council. Read more in our Scotland regulations guide.
Ground and soil conditions
Perth and Kinross runs from fertile lowland farmland in Strathearn and Strathmore up to the Highland glens of Atholl, Rannoch and Breadalbane. Lowland soils can be heavy, while upland properties are often on shallow soils over rock with high rainfall. That mix means designs vary a lot across the council area.

Protected waters and environmental checks
The River Tay is a Special Area of Conservation and the area is full of lochs. Loch Leven in Kinross-shire has a long history of phosphorus pollution problems, and SEPA says discharges to phosphate-sensitive catchments or freshwater lochs need a permit rather than a simple registration. Check with SEPA early if you're near a loch.
Local practicalities
Holiday lets, lodges and B&Bs are common here. If your system serves paying guests as well as your own household, sizing follows British Water's Flows and Loads guidance, and SEPA may treat the discharge as non-domestic, so tell installers about any letting.

Frequently asked questions
We run a holiday cottage next to our house. Does that change things?
It can. Combined domestic and non-domestic discharges can still be registered with SEPA up to a population equivalent of 50, but the system must be sized for the extra guests. Give installers the maximum occupancy of every building connected.
Is a treatment plant better than a septic tank near Loch Leven or Loch Tay?
Near sensitive lochs, the higher treatment standard of a packaged treatment plant is often required, and a permit may be needed. SEPA will decide on the details of the site, so ask installers about their experience with SEPA applications in your catchment.
How much does septic tank replacement cost in Perth and Kinross?
We don't publish made-up local prices. Installers' published guides put a like-for-like replacement at roughly £3,000–£7,000, a new tank with a drainage field at commonly £5,000–£15,000, and a treatment plant at commonly £7,500–£15,000 fitted. Ground and access in Perth and Kinross can move your price either way, so compare site-visit quotes.
